A troubled and recently divorced officer struggles with the new agenda of the government and the lives of foreign nationals. He must choose whether to secretly work with a headstrong immigration attorney to help innocent immigrants in NYC while pursuing high profile criminals, or follow the agenda of his boss and co-workers, throwing out each immigrant on the basis of status.
