There is a feral cat crisis in Los Angeles (3,000,000 estimated strays on the streets), but due to a legal injunction 12 years ago, the city has its hands tied and can neither participate in nor fund TNR (trap/neuter/return). There is a small army of dedicated volunteer trappers and fosterers, however, who give selflessly of their time, monies and energies to try to mitigate this crisis. These are the “crazy cat ladies” (and men) of the City of Angels.
