Perched on top of Venezuela’s Lake Maracaibo is the small floating village of Congo Mirador, once a prosperous fishing community and creative enclave that has since eroded at the hands of staggering pollution and government neglect—a distillation of the larger national struggle. Standing tall at center of the village’s fight are two female leaders, Mrs. Tamara and Natalie, wildly different in their approach, but both fighting to save their community that is literally sinking into the lake.
